Chapter 18 - Ghosts in the Harbor

Peace in the city of Chicago was a fragile glass sculpture, requiring eternal vigilance to keep from shattering.

While the Petrov syndicate had been completely dismantled on paper, the vacuum left in the maritime logistics corridors inevitably drew opportunistic bottom-feeders. Late on a Friday evening, Gus arrived at the Belmont loft, his expression serious as he pulled Luca into the private study overlooking the street.

Nina was in the kitchen helping Sophie assemble a model bridge for her middle school physics fair, but her sharp ears caught the low, urgent murmurs coming through the frosted glass door.

“Two rogue dockmasters from the Indiana port authority,” Gus was saying, his voice rough. “They tried to hijack three container shipments carrying municipal building supplies destined for our community housing project. They claim the old Moretti family surcharge is still active and demanded two hundred thousand dollars in cash.”

Nina set down her glue gun, walked into the study, and leaned against the mahogany doorframe. “Do they know who owns that development trust?”

Luca looked up, his jaw set in that familiar, uncompromising line. “They think because I walked away from the Commission, our business is fair game. They think legitimacy makes a man weak.”

“Are you going to handle it?” Nina asked, her voice calm, devoid of fear.

Luca stood, towering behind his desk. He walked over to Nina, gently resting his hands on her shoulders. “Six months ago, I would have sent twelve men with automatic rifles to sink their supply barges in the middle of Lake Michigan. I would have made an example out of them that would keep the south docks silent for a decade.”

“And today?” Nina challenged gently, her eyes searching his.

“Today,” Luca said, a cold, brilliant smirk playing on his lips, “I have the United States Department of Maritime Commerce and the Cook County State’s Attorney on speed dial. Gus, forward the digital bills of lading, the surveillance footage of their shakedown attempt, and the offshore bank account routing numbers to the federal port regulator. Have the Coast Guard impound their tugboats before midnight.”

Gus blinked, then burst into a booming, infectious belly laugh that shook his broad shoulders. “Federal impoundment? Boss, that will freeze their entire operational capital by morning! They’ll be bankrupt before sunrise!”

“Legitimacy isn't weak, Gus,” Luca said with quiet, lethal satisfaction. “It just uses better weapons.”

As Gus hurried out to execute the digital strike, Luca pulled Nina into his arms, kissing her deeply under the soft amber light of the study lamp.

“You’ve completely ruined my reputation as the terror of the Midwest,” Luca murmured against her neck, his breath warm and intoxicating.

“Good,” Nina whispered back, winding her arms around his broad shoulders, burying her fingers in his dark, thick hair. “A terrifying mob boss makes a terrible life partner. But an honorable man who knows how to fight for what he loves? That’s someone I might keep around.”

“You’re stuck with me, Nurse Kowalski,” Luca promised softly. “Forever.”

Later that evening, as Sophie slept peacefully in her newly painted bedroom down the hall, Nina and Luca stood out on the private brick balcony overlooking Belmont Avenue. The city stretched out before them in a sea of glittering amber lights. Down on the street, people were walking home from work, hailing yellow cabs, completely safe beneath the umbrella of peace they had fought so hard to secure.

Luca reached into his pocket, his hand closing around a small velvet box he had carried for three weeks. But before he could speak, Nina turned to face him, holding up an old, tarnished brass transit token that had belonged to her father.

“My dad carried this every day he worked in the municipal tunnels,” Nina said softly, placing the token into Luca’s open palm. “He said a man who knows where he came from will never get lost on the way to where he’s going.”

Luca closed his large fingers over the token, then slowly brought out the velvet box, presenting it to her beneath the starlight.

“Then let’s build where we’re going together,” Luca said, his voice trembling with an emotion so deep it brought tears to Nina’s eyes.
