Chapter 13 - The Rail Spur Gamble

The proposal to construct a private heavy-freight rail spur connecting the Kincaid Regional Infrastructure yards directly to the main interstate rail line was met with immediate, fierce resistance from the state commerce commission.

By Tuesday afternoon, a formal opposition brief had been filed in the state capital, backed by anonymous corporate donors hiding behind a labyrinth of offshore holding companies.

Inside the state utility commission’s hearing room, the atmosphere was suffocatingly tense.

Elena Vance stood before a panel of three administrative judges, her presentation slides glowing on a massive projector screen behind her.

"The petitioner, Kincaid Regional Infrastructure, has fully complied with every environmental, structural, and safety protocol required under state code," Elena stated, her voice echoing with absolute authority. "The proposed rail spur will reduce local highway heavy-truck traffic by forty percent, lower regional shipping emissions, and provide thousands of secure manufacturing jobs."

Seated across the aisle in the visitors' gallery was a lone figure wearing a dark, elegant Chanel suit and oversized sunglasses: Victoria Sterling-Cross. She didn't speak, but a subtle, knowing smirk played at the corners of her lips.

The chief administrative judge, a weathered bureaucrat named Henderson, adjusted his microphone and cleared his throat.

"Thank you, Ms. Vance," Judge Henderson said, his tone hesitant. "However, the commission has received a late-breaking intervention brief from the Interstate Maritime and Freight Association arguing that a private rail spur in this sector creates an unfair regional monopoly."

Murmurs rippled through the public gallery.

Elena didn't blink. She stepped forward, placing both hands flat on the podium. "An intervention brief filed by an association whose primary financial backer—Sterling-Kross Holdings—is currently under federal RICO indictment for corporate fraud and bribery. To deny a lawful infrastructure permit based on objections from a criminal syndicate would be a gross violation of administrative law."

Judge Henderson shifted uncomfortably in his seat, glancing down at the papers before him. Before he could rule, the heavy double doors of the hearing room burst open.

Sheriff Dalton Reeves walked briskly down the center aisle, his uniform crisp, holding a sealed federal dispatch envelope. He didn't stop at the gallery; he walked straight up to the judicial dais and handed the envelope directly to Judge Henderson.

The judge broke the federal seal, unfolded the document, and read the first two lines. His eyes widened behind his wire-rimmed glasses.

Henderson looked up from the paper, staring directly at Victoria Sterling-Cross in the gallery, then back at Elena.

"The bench has received an emergency federal injunction," Judge Henderson announced, his voice ringing clearly through the room. "The Interstate Maritime and Freight Association's intervention brief has been stricken from the record due to active federal asset seizure. Furthermore, the permit for the Kincaid Rail Spur is hereby approved—effective immediately."

Victoria slowly stood up from her seat in the gallery, her sunglasses hiding her eyes, and walked out of the hearing room without looking back once.

The game had escalated from local land disputes to a full-scale federal showdown.
