Chapter 4 - The Sky Falls

The black unmarked Bell 429 helicopter cleared the tree line with breathtaking speed, kicking up a massive vortex of dirt, dry leaves, and roadside debris. The downdraft battered against the two police cruisers and Victoria's sedan, forcing Miller and Vance to shield their eyes with their forearms. Through the swirling dust, three sleek black Chevy Suburbans screeched to a halt along the shoulder, boxing in the local patrol car from front and rear with surgical precision.

Doors flew open in unison. Half a dozen men in tactical vests bearing the bold yellow lettering FBI - SWAT emerged with carbines raised at low ready.

"Driver and passenger, step away from the patrol vehicle! Hands where we can see them!" a booming voice commanded through a megaphone.

Leading the tactical formation was a tall, silver-haired man in a crisp charcoal suit: Assistant Special Agent in Charge Marcus Hayes, Victoria's longtime supervisor and mentor. He walked toward the scene with purposeful, measured strides, his cold gaze sweeping over Miller and Vance before settling on Victoria.

"Report, Agent Cross," Hayes called out, stepping past the line of tactical agents who immediately disarmed Miller and Vance, stripping their service weapons, batons, and handcuffs from their duty belts.

"Standard covert reconnaissance on Route 9, Sir," Victoria answered crisply, standing at attention. "Vehicle was intercepted without reasonable suspicion. Officers refused identification, demanded exit under duress, utilized unauthorized physical force, and applied restraints. Audio and video capture complete and synchronized to the internal database."

Hayes nodded slowly, his expression hardening into stone. He turned to Miller, who was now pinned against the warm hood of his own squad car, his hands zip-tied securely behind his back.

"Officer Miller," Hayes said quietly. "For six months, we’ve watched your precinct siphon money from interstate travelers. We watched Sheriff Caldwell deposit over two hundred thousand dollars into offshore shell accounts. We were planning to execute the search warrants next Tuesday at headquarters. But you two were so arrogant, so drunk on petty authority, that you had to pull over our lead operative and put hands on her."

Miller squeezed his eyes shut, a tear of pure rage and humiliation tracking through the dirt on his cheek. "It was Caldwell," Miller choked out, his voice cracking. "He set the quotas! He told us if we didn't bring in forty grand a month in roadside seizures, he'd fire us and take our pensions! We were just following orders!"

"Save it for the federal grand jury," Hayes remarked coldly. "Take them in. All of them."
