Chapter 1 - The Silver Oak Leaf

The Elizabeth River was murky and cold, running swift beneath the concrete pilings of Pier 12. Delphine stood frozen, her spiked heels dug into the industrial grime, staring at the small, dull silver leaf pinned to my collar. She had spent thirty-seven years reducing my entire existence to a joke, a caricature of a girl who supposedly fled her family because she thought she was better than everyone else. In her mind, I was still the quiet teenager she used to lock out of the bathroom before school, the timid little sister who swallowed every petty insult just to keep the peace.

""Commander?"" Delphine’s voice cracked, barely audible over the hum of the waterfront generators and the low thrum of a guided-missile destroyer idling two slips down. Her eyes darted wildly, scanning my camouflage working uniform, moving from the silver insignia to the black-lettered tape above my left pocket that read VAIL. ""What kind of game is this, Marlo? Who gave you that jacket?""

""Nobody gave it to me, Delphine. I earned it,"" I said, my voice steady, stripped entirely of anger. When you spend nearly two decades rising through the ranks of naval engineering, you learn that anger is an expensive luxury you cannot afford. ""You are trespassing in an active, restricted defense industrial zone. And you have just destroyed and discarded government property.""

""Don't give me that military nonsense!"" she snapped, though her chest was heaving and her knuckles were pale. She was desperately scrambling to regain the upper hand, trying to reassemble the fragile illusion of control she had wielded our entire lives. ""You knew I had the biggest catering contract of the season today! Bram told me you’d show up. You wore that stupid getup just to parade around in front of Captain Kellerman’s guests and make me look like the help!""

Before I could reply, the man standing six feet behind her cleared his throat. Special Agent Marcus Vance of the Naval Criminal Investigative Service had been accompanying my inspection team since six that morning. He didn't raise his voice. He simply flipped open a sleek leather credentials case, exposing his federal gold badge, while his other hand brought a radio to his collar.

""Pier 12 dispatch, this is Agent Vance, NCIS. I have a civilian breach and immediate destruction of classified materials at Berth Charlie. Requesting base security units and harbor security dive team on scene immediately.""

Delphine's head jerked toward Vance as if she had just been struck with cold water. Her mouth opened, shut, and opened again. ""Wait... classified? What are you talking about? That was her purse! It’s a canvas tote bag!""

""It was a tactical field carrier containing an encrypted operational tablet and level-three restricted waterfront structural schematics,"" Agent Vance said without a trace of emotion. ""You grabbed it off a restricted Navy platform and threw it into federal waters. Stand right where you are, ma'am. Do not move your hands.""

Master Chief Kettleman moved with fluid, practiced precision, planting his massive frame directly between Delphine and her catering van. Two armed Master-at-Arms sailors, patrol rifles slung across their tactical vests, were already sprinting down the access ramp toward us. Delphine took one unsteady step backward, her heel catching on an uneven metal expansion joint, nearly tumbling to the asphalt. She reached out toward me, her eyes pleading, looking for the sister who always folded.

""Marlo, tell him!"" she shrieked, panic finally puncturing her arrogance. ""Tell him it's just family stuff! Tell them we were just having an argument!""

I met her gaze and didn't blink. ""It stopped being family business the second you touched that bag, Delphine. You made your choice.""
